ISP Throttling Connection Speeds at Peak Hours?

I have Charter. I've noticed that occasionally over the past few weeks, right around 9PM, my internet just goes to shit for about half an hour. Not EVERY night, but most nights. Then it comes back and everything is fine again.

That can't really be a coincidence, I wouldn't think... but before I go calling Charter with a complaint, is there anything else I should look into that could be causing this?

You can see if your computer is downloading updates or something from the task manager (ctrl+shift+esc). Could possibly be some other device hogging bandwidth on your connection as well (Xbox, smart TV streaming,  etc). Could possibly be something causing interference. I know my 2.4 wifi goes haywire when my roommate uses the microwave.

I guess it could be updates, but I can rule out the others - it's just me and my wife, my neighbors are too far away to steal WiFi (password protected anyway, and besides, they're elderly), only runing one device at a time when it happens (we're either watching Netflix together or I'm on my computer browsing YouTube because she's not home). So I guess I'll have to look at updates. I don't recall any notifications or anything.
